CBD is not a psychotropic

CBD is a substance obtained through the extraction of cannabis flowers. It can be extracted from other parts of the plant, but flowers contain the highest percentage. CBD is not a psychotropic substance, so it is not included in the 1971 Vienna Convention on psychotropic substances, such as Tetrahydrocannabinol (THC), which is also found in cannabis flowers.

However, since the CBD requires cannabis flowers, it must be taken into account that cannabis flowers are considered narcotic and therefore strictly subject to administrative supervision Sera Labs. It can not be said that cannabis is a traditionally medicinal plant, no matter how much medicinal use it may have.
